the brake light is on, on my 1992 toyota camry 4 cylinder.?

and i have to press the brake pedal kinda hard in order for it to stop. i think i need to put on some new brakes but I'm not sure if i should do just the front, just the back, or both. and also i don't no what type of brakes i should put on the back. i have drums so do i replace the drum or do i just get the shoes?
