Why doesn't my computer play the miniDVD's or the DVD-RW?

my computer doesn't read the mini DVD's that someone used to video tape something. Is there something wrong with my computer or did the person film it wrong and the DVDs are blank. Also I tried playng them on a laptop and 2 dvd players including my PS3 and stll nothing.
