Why am I having problems playing a one certain DVD?

I recently purchased a "replacement disc" for a missing one from a box set;I went to play it on one of my DVD players and got "Disc Error-Please Eject Disc-Playback May Not Be Available On Disc" message?.....So,I tried it in my PS-2 and got:"Unable To Read" message......On another DVD player it took longer than normal to READ,and during playback the video "pixelated & audio went out of sync";And also, skipped ahead at several points.
The condition of the disc is CLEAN and NO SCRATCHES(i.e. MINT)and bears Mfg. registered TM.

Is this what is called a:"Corrupted Disc" or "Misauthorized Disc"????........And since it was purchased on Ebay (w/PayPal),should I report this seller?

This is what happens sometimes when copies are burned, usually the person making the copy is burning it too fast and some of the data gets corrupted, or it could be that the disk isn't burned to be "region free" and your computer or your ps-2 can't pick up the right region - tell the seller it's defective and ask for a replacement - if the second one's a dud ask him for a refund - if he won't give it to you, then you can report him - you could also get the box set from the store, swap the disks and then return it saying something was wrong with the disks and you want your money back lol...
