If you are downloading it from a File Sharing/torrent site then NO it's not legal. You can't say well I have a legit copy. You could buy a digital copy and that's legal.
Downloading is probably illegal, even where "fair use" is applied.
"Ripping" a DVD is technically illegal in many jurisdictions, but software is available, even free, from countries that do not implement DMCA.
http://www.dvdfab.com/hd-decrypter.htm DVDFAB HD Decrypter is probably the best way to rip a DVD to hard disk, then you can use other programs to compress and clip.
Tools for video format conversion are far more plentiful that DVD rippers. If you do not have a favourite already, then another freeware, Format Factory, may be worth a try http://www.formatoz.com/
