How do I burn DVD discs that are larger than 4.7 GB?

How do I burn DVD discs that are larger than 4.7 GB?

I have a blank DVD that is 4.7 GB, but the single sided DVD I am trying to copy is 7 GB. Are these DVDs impossible to copy or is there a trick that im missing?
Would my Dell vosotro 1500 laptop be compatible with double layer DVD discs? The burner says DVD R/RW
