Does anyone know of a program I can use that would allow me to create a menu on a DVD, preferably one that allows for more customization. Any help would be appreciated.

I think professionals use adobe encore to create DVD menus, although I'm not too sure because I have never used the program.

You can't buy it alone, it comes bundled with Adobe Premiere CS3 and CS4, and that program can cost around 200 to 800 dollars.

There is a possible chance you can get an older version cheaper.
