i had the same problem..went to microsoft fix it solution center.com..it fixed it ..seems my dvd rom wasn`t supported, is now, try it ,it`s free from microsoft...
If you have the cd that installs the drivers for the dvd drive then re-install them. Or look them up online at the manufacturers site. 90% of hardware problems are the drivers. New dvd hardware is at Newegg.com.
Try this microsoft fix.
Click on Run now.

Or this one, click Fix it.

First of all, you must check the amount of scratches on your CD or DVD, if they ae not much & still it is not running then,
apply toothpaste on it, keep it for sometime and then try again, still if the problem exists then,
place the CD or DVD in freeze for an hour or more, again try to run it if still the problem exists, then,
Open your DVD reader (hardware component) and wash its lens with the solution for it,replace the lens & try again... still if the problem exists then, change the lens of the H/W component & try again and still if the problem exists then,
Finally, i suggest you to change the DVD reader component.
