Just like if you have a hard copy of a CD, you can transfer it through iTunes to your iPod, does iTunes allow you to do the same with DVDs?
There are numerous programs available that enable you to rip a DVD into a MP4 format that work just fine on any iPod or iPhone. This is perfectly legal as long as you just make a copy of the movie for your own use and don't give it away or sell it to anybody.
Do a Google search for a DVD ripper and find one that works for you.

No, and this is due to piracy. However, iTunes offers many movies for sale, and some DVDs come with a digital copy nowadays.
I'm sure you could find a program to extract the video in .MP4, but it's hard to do and not 100% legal.
