Absolutely NOT, for the baking soda/powder.
Yes for the butter/shortening.
And for the glaze, most glazes DO use powdered sugar.
You can use 1/4 teaspoon of baking soda plus 1/2 teaspoon cream of tartar for each teaspoon of baking powder but you can't substitute baking powder for baking soda.
You can substitute butter for shortening in a number of recipes (in cookies, butter usually results in a crisper cookie).
butter for shortning, powdered sugar for granular, yes. baking powder for soda, no. sometimes the other ingredients in the recipe affect the powder/soda, like buttermilk or vinegar.
