A heterosexual man that has homosexual like qualities. Such as an extreme concern for appearance, hygiene, etc.
So, basically a straight man who likes to go shopping and cares about how he looks :P

Means a guy who is extra concerned about his appearance to the point of being looked at as a sissy or seeming effeminate. (Really mean people use it to say the guy is acting gay.)
