There are tons of jobs in the movie industry and it isn't so dependant on luck like being an actor is. Location scout would be easier to break into than being a casting director. Check online to see if a location scout or casting director has written a book about what their life and job was like. Good luck!! : P
I think it's going to be hard for you either way, this doesn't even make sense.
Being an actor in Hollywood is almost as hard as being an actor in New York, except the weather is better. Is it harder... OMG...
I don't know anyone who has "made it" as a casting director or a location scout. These aren't blockbuster positions. You could probably become a location scout a lot faster, but it's not as glamorous as you think. And don't expect to be hitting the party scene, by the time there's a premiere you are working on your next 3 projects.
Casting Directors usually work for their own agencies and you would have to come up through the ranks and prove yourself, that takes time, a nose for talent and a passion for the work. Just like acting, etc. Very few people coast into L.A. and "make it". I suggest you stay in school and get a back up plan first.
