No they are not. A good role model would be closer to home, and loved for who they are, not their popularity, fame, or money. If someone takes a celebrity as a role model because of fame or money, then all the things they do, they will be doing because 'it's what's popular.' If they take a role model for their values, they will do what they do because they feel like that's what will make them a good person.
If a popularity role model is followed, and the model changes their ways, but is still popular, it tells the follower that this new thing is OK (could end good or bad.) If somebody is followed because of what they do good, and they change, the follower should be able to recognize these changes for good or bad, and re-asses weather to follow.
