What are the most fuel efficient cars of all time?

I'm specifically referring to 80s and 90s models, as I'm trying to find a really cheap car that gets 40+ mpg on the hwy. I have a hemi that gets me nearly 30 (not a typo), so I want a 4 banger as a 2nd car. I hear you get about 6-700 km a tank in a neon.
