late model ford ranger EGR valve solenoid?

I have tested the egr valve diapham and it is good and it stumbled the engine. This is good. I checked for supply vacuum to the egr at mid to high thottle. none. I checked the supply vac to the egr solenoid. good. how do i determine if the soleniod is bad or the signal to it. It had engine light and code said egr problem.
