In the shotokan kata jutte (jitte) there is a staff removal technique. Have you seen interesting bunkai for this moivement other than for removing a staff from an opponent?

All techniques in Bunkai are open to the user's own interpretation.

That techniques could be also interpret as a grappling technique or an arm dislocation from the shoulder techniques.

There are many other interpretations but too many to list here and you can use you own interpretation. Just remember, these interpretations are not carved on stone.

Sensei Scandal

I don't know this kata but from watching a clip of Enoeda Sensei - if you're talking about the part after the 3 crescent kicks from the upright stance - right arm extends and pulls, crosses w/ left hand -

That is a really nasty, nasty oyo - Cervical Destruction... and I don't mean the female type.

After, the sweep, grapple the head and chin or shoulder and armpit - crank and slam - similar to Sanseiru. Refer to this video of Chinen Sensei, 1:09 thru 1:12, then again 1:16 thru 1:20 (opposite)

The movement is similar and how I was able to pick up on the Jutte movement.

I said "head" but really it's whatever you can get... arms, clothing - I don't discriminate.
