bluetooth on dell inspiron 6000?

my inspiron 6000 has the bluetooth symbol but i cant find the bluetooth utility and or program on the computer. the dell instructions say to go to the control panel to activate but there is no bluetooth icon in the control panel. Is there someway for me to activate it? I've even checked add/remove programs and no luck
