You can turn off your computer fine, It'll pick up where it left off the next time you open the program you use to download torrents. Although, if there's only like 1 or 2 seeders, I'd be wary of stopping the torrent, as it may never start again.

Yes you can, then when you start your computer again it will resume the download.
