Can a cell phone be used as a web camera and /or web phone?

Can a SonyEricsson z520a flip phone with VGA camera, be used--when connected to the PC by standard USB cable-- as a web camera and /or as a web phone to call phone numbers on the web using Skype, Yahoo! Messenger, etc..?
The phone has the CD with USB cable. Any cell phone/electronics expert here that knows to make this possible?
