if i upgrade? my phones data plan was cut off due to some financial issues.... but i got a email from blackberry saying something about a upgrade my question is if ill get charged if i upgrade from my service provider

Yes you will be charged per kb of data that you use during your upgrade/update wirelessly through your phone. You can always update on your computer for free because it's a USB upgrade and doesn't go through your service provider, or through wifi update.
