Im going into HS and have a busy schedule already. will it help?

Ok ive wanted the Storm for a while but because of the 30 dollar internet bil which is mandantory my parents wouldnt let me get it. I was wondering if the Tour had the same bill because the tour looks just as cool as the storm. Also most of my relatives have blackberrys and i want one. (im 13)
