Why won't any torrent files download?

Every single time I try to download a torrent file from any website I'm always met with a tiny 20 something KB file in my downloads. I'm using Google Chrome on Windows 7 and lately I've been trying to get that Skyrim Razor download. So I go to http://kat.ph/the-elder-scrolls-v-skyrim-razor1911-t5970340.html and click download torrent and I get this file

[kat.ph]the.elder.scrolls.v.skyrim.razor1911

It's only 27 KB big and I KNOW it's supposed to be 5 GB it's not like my computer gives up on downloading it like it just stays at such a low download speed, it just starts downloading and finishes. Please someone help me, I have no idea what to do and it's been a problem for such a long time
that should say [kat.ph] the.elder.scrolls.v.skyrim.razor 1911 (without spaces)
 
A .torrent file is just a shortcut that leads to the actual files that you are supposed to get. To handle that .torrent file you need to install torrent client. One example is uTorrent:
