Why do the RPMs in my Kia Picanto increase on its own?

I have a 2005 Kia Picanto, stick shift/manual and the RPM's increase from 1000-3000 without stepping on the accelerator when in neutral or in gear. It'll do this for about 3-5 seconds and go down to about 1000 when at a complete stop. While driving, either in 1st or 2nd gear, it'll accelerate on its own and I'd have to shift to the next gear to keep the RPM's down. The car acts up once the engine has been in use for a few minutes but these symptoms come and go. There would be times when it runs fine and later in the day it would come back.

A week ago, I had my oil, spark plugs, air filter, and air-con replaced. Could any of these changes be the cause?

Also, I've been getting a lousy 8-9km/lit city driving ever since I purchased the car in 2006 and believe this issue is related to the poor consumption but its just now that I've been experiencing this RPM problem.

Please advise.
