What should I do if I suspect I know is hacking my computer/phone with

bluetooth technology? I think this person I know got my IP address by logging into his gmail account from my laptop then checked recent IP addresses he has logged in from and used that to watch everything I do on my laptop using bluetooth. I think this also works if you have someone's phone number too. That is all you need, IP address and/or phone number and you can use bluetooth to hack and evesdrop on literally anything. What should I do if I'm almost positive this is taking place? I would rather just change my IP address, but how can I do that without them seeing me make the changes? What kind of legal action could I take if my worries are true? How can I confirm they are true? How can I just get rid of bluetooth hardware on my phone and laptop, I never even use it for anything but it makes me vulnerable to this garbage.
