what has Congress I done since 2004 2 reduce suicides committed by the farmers?

according to the Times Of India, every 30 mins a farmer in India ends his life. i want to know what has the Gvt done to reduce this? is the Gvt ineffective?
hasnt it done any thing? have the figures increased ever since the congress has come into power?
