Upgrading Computer, need help!?

Okay, I have a mildly old computer,
Its specs
AMD Athlon x2 64 5000+ Brisbane 2.6 Ghz (Rated at 5.12 Ghz)
Sapphire HD 3650 512 MB DDR2 Vram (Becoming hot to touch)
1.5 GB 800 Mhz DDR2 Ram
Power supply of 220 V
a Hitachi 160 GB HD.

Anyway I'm looking for a small upgrade on my GPU which is slowly dying.
I'm not looking for a graphics card that can run like battlefield 4 on ultra or something but I would like something that supports pretty ok graphics.
My cheapest choice would be

A Sapphire HD 5450 512 DDR3 Ram, I'm unsure about a couple of things:
Will it fit on my motherboard that supports my HD 3650(PCI express 2.0)
I have a Power supply of 220V and I've read it'll run happy on 300 V
(I'm also upgrading my power supply to 420 V)
I have 1.5 GB of ram, Which I'm happy with, But I've also read that 3 GB of RAM is recomended, also I'd like to hear what you'd like to upgrade, Cheap-ish ofcourse.
