Is the Iraq War still going on? Or has it ended?

There's no question that our military is still involved in hostilities in Iraq.

However, in a recent discussion between two of my friends, one started talking about the latest progress of the Iraq War. The other, who is retired Navy and was in Naval Intelligence, said the Iraq War was over - that it ended when Saddam was dethroned and the Iraqi army was dispersed. He also cited the "mission accomplished" moment aboard the aircraft carrier. He went on to say that the people we are fighting now are insurgents, which cannot be categorized as war any longer, as we are no longer fighting a nation.

I thought this was fascinating. We still hear, in news reports, about the president wanting to increase Iraq War funding and so forth. And there is the "War on Terror--which isn't against a single nation.

What are your thoughts? Is the Iraq War over, or not?

If yes, then when did it end? If not, why not?

Please, no anti-liberal or anti-conservative rants.
