Is it normal for a horse to not enjoy being outside?

So Chevy has been allowed outside more and more lately, With and without horses, but either way he always just wants to come back in. He enjoys being in his stall, on cross ties, in the arena with someone, pretty much if he can't be with someone he would rather be in his stall. Is that normal? Like he LOVES being outside, but the second you go to come in, he is at the gate asking to come with you. He is not depressed, he is actually always happy with people or in his stall without people. I just always though all horses love the outdooors and would rather be out there when not being worked, but for Chevy its a different story. We have also tried different pastures, with diifferent horses, alone, blanket, no blanket, fly mask, none, but he just doesnt enjoy it out there. No he is not jumping fences to escape but he is just always waiting by the gait.
