I just bought an iphone 4s 32gb from Ebay. It says that it was locked to the Japanese Softbank. Can it be unlocked and used in the US to TMobile since the iphone has a slot for GSM cards?

Yes it can but you have some work to do. You need a jailbreak first and some knowledge of technology. If it is ios 6.1 I would suggest you go to a shop or a friend to unlock it for you since its new and complicated.
