Can I get IOS to run on my pc?

I'm going to high school, and they require all freshman to have an iPad 32GB and making us buy it. I have a laptop running on windows 8 and I was wondering if I can get the IOS on a 2nd hard drive and switch it on start up instead of wasting six hundred dollars on a iPad 2 with 32GB. I want to know if I can get it and where can I get it. Even better, where can I get an emulator that can run apps directly from iTunes and be detected as a device.
 
No, IOS is specially design only on apple products.

Edit why don't you look for a second hand ipad... or monthly payment...
 
It won't show up as a device for copyright reasons, but the best emulator for IOS apps on Windows is this one:

But they can't give you access to to the Apple Store because it's all copyrighted by Apple, they could be sued for it.
