Avast did not get rid of pop-up problem, can someone help?

There is a virus or spyware or something that is in my pc that is causing pop-ups, both AVG and Avast did not detect the problem. If it is a certain software that has been installed, I cannot find it anywhere in this pc, i'ts not on the list where I go to add/remove programs. System restore is out of the question since I don't know when the problem started, it's a used computer. Can anyone help me get rid of whatever this problem is please?

Assuming it is malware if the pop ups are not general advertising then you could try googling their message to see what you are dealing with and to find removal instructions.

Since you say you couldn't find it i will guess that you already looked in the task manager to see if any unexpected processes were running.
