I believe editors decide if a photo is altered or not. Does the photographer have any say in this??

through car windows..? or have taken photographs of raindrops on window/car windows. I have already found one example. Naoya Hatakeyama who made a book called Slow Glass. It was his response to living in Milton keynes, photographing normal views through a car window with raindrops on them.
