The DVD is the wrong region for an American DVD player. You need either a region-free DVD player or you can play it on your computer with VLC Media player. VLC ignores the DVD region.
I bet you're converting the video to the wrong TV system. Most DVD players only play discs in their native TV systems but computers will play any TV system. If you live in the US/Canada/Japan you must use NTSC. PAL will not work on your DVD player. If you live elsewhere, look up what TV system...
You need to get an AC to DV transformer that provides 12 to 14 volts with enough milliamps to power the DVD player. A cell phone charger isn't going to cut it. You could also get a battery pack. They make rechargeable battery packs with cigarette lighter outlets.

I doubt this is a legal DVD; I don't know if you're naïve or taking us for fools. Anyway, you can burn it to a DVD but it's not going to look very good. I certainly wouldn't waste a dual-layer DVD though; I'd use a single layer disk. Instead of spending all your money on dual layer DVDs, why not...

Your Dynex TV is an HD TV but your cable box is not HD. Your TV should have a regular composite input that'll work with your cable box but for a better picture you should get an HD box from Rogers.
