Shrewsbury is probably the easiest as it is right off I-83 just as you cross into PA. Actually anything in southern York County near I-83 would be best.

Take the SEPTA 98 bus to Norristown Transportation Center. There you can get on the Manayunk/Norristown Line train into Center City. Or in Norristown you can take the Norristown High Speed Line to 69th St. and then catch the Market Frankford El into Center City.

As long as you are not on private property (in which case you could be subject to being a trespasser) and not in a restricted area (like near Camp David) there most likely would be of little consequence.
However, there is very little area left in the northeast that is not private property...
Ask the landlord where it states in the lease that there is extra rent for an extra person. If she can't show it to you, then tell her you're not liable for any extra rent. If she persists tell her you'll have your lawyer review the lease.
