At&t is better. T-mobile is just hovering along, with not much network development or improvement. Even the parent company of T-mobile hasn't done much investing in strengthing the system over the past several years.
All of the non-smartphones qualify for this. Avoid phones that run the Android operating system like the Motorola Droid and the Apple iOS system as those will require internet plans. I think they might still have the latest env there.
