I think the most important point is that 2002 is years after the ban and that they were experiencing higher gun crimes than in the year of the ban or of the incident that led to the ban. Thus you have to question how effective the ban is at reducing crime.
Honestly, I noticed that my brain automatically judges people by their appearance but more so from a social standing point of view. I'm not a snob but I tend to have this instinctive 'oh poor kid' or 'I feel sorry for that bag lady' if someone's clothes or general appearance is dirty, ragged...
