    What is the car part in this picture called?

    I am not sure, it might be the carbon canister for the gas vapor recovery system. Which is not hard to change if you have the right tools. But I might be wrong on the part. Make and model would help.

    The lobe that drives it may be worn out (hope not) or the line going to it could be plugged. So try blowing the line clean. The tank may need to be removed and cleaned out- or rust will just plug the fuel line and filter. Yes- the problem could be the fuel filter.

    Why don't more cars make 100 hp/liter like sport bikes?

    What MIch said. You just don't see a lot of bikes with 150000 miles on them which have not had the engine torn down and rebuilt (if it lives that long). But I have seen a lot of 250000 mile car that have only had scheduled maintenance.
