Is there any difference between an unlocked mobile phone and a sim locked (to o2) phone???

Im planning on buying an iphone in the uk, but we are planning on emigrating to Australia some time in the next year or two.
Will my iphone work in Australia, could i possibly switch network to an australian iphone network, like telstra gsm network???
