yes he can pay twenty for the complete package which is unlitedd to any user. you can call your data usage which is calling this number #3282 and it wil tell you how much txts you have left for non verizon users. you must of went over by so many txts that it cost 83$$?

Thats how its designed it locks when no one is using it if you have a real bad problem with it and you cant handle it then go to your local store and buy a new phone or if you have a warrinty still than hand it in
