    Here in Copenhagen, EVERYONE rides bikes. They have dedicated cycle lanes, and all vehicles must give way to them. You can even ride a 50cc with no licence / number plate / etc as long as it doesn't exceed 30kmh, in the cycle lanes. So in answer to your question....today.
